Sudoku: Normal sudoku rules apply within and among boxes, as if the (correctly-aligned) 9 boxes formed a typical 9x9 sudoku grid.
Arrows: Digits along an arrow must sum to the total in the associated circle, and may repeat, subject to the other rules. Arrow and arrow circle cells in between boxes must be filled with a single non-negative integer digit (i.e., 0-9), but need not follow the other rules of sudoku.

Brilliant puzzle! I definitely needed the rectangular version to wrap my head around it, but it was joy the whole way through :-)
