I want to thank JoWovrin for encouraging me to try out setting with Sandwiches even though I don't like solving them much. Created a really pleasant puzzle. Please enjoy.
Rules:
Normal sudoku rules apply.
Digits on a line connecting two circled cells must be between the digits in those circles (i.e. the digit in one circle is greater than all digits on the line, while the digit in the other circle is smaller than all digits on the line). The sandwich clues outside the grid indicate the sum of the digits placed between the digits 1 and 9 in that row or column.

Really great to see a sandwich puzzle! Great logic interplay between the arrow and sandwich rulesets. Would love to see more like this one.
