Normal sudoku rules apply
All cells that contain digit N and share an edge with at least one virtual cage that sums to N have been painted green. A virtual cage is a group of cells that are all orthogonally connected and don't contain repeats. Virtual cages may overlap

What a strange and cool puzzle. Definitely not a two stars.
Also, you can solve that on Sudokupad with the right coloring (in the f-puzzles link there is a Cell not colored in green), so enjoy the right grid:
