This one does not use kolot break-in

This puzzle is inspired by
Arrows and Dots
and
Arrows, XVs, and Dots
created by
kolot.
Both puzzles have similar break-ins that I intentionally avoid.
But I did notice an interesting property of one of his clues,
that is not very important there but I found it interesting to explore.
It is not necessary to solve kolot puzzles to understand this one,
nor do I give clues on how to solve them in this one.
But I recommend that you give them a try.
Normal sudoku rules apply.
Every row, column, and 3x3 box must contain all digits from 1 to 9.
Arrow rule applies.
Digits along an arrow must sum to the digit in that arrow's circle and may repeat if the other rules allow.
Kropki rules apply
Digits separated by a black dot is in a ratio of 1:2, digits separated by a white dot are consecutive.
No negative constraint.

Very nice puzzle! It is different than my puzzles and makes use of a nice fact that I have also discovered while constructing my puzzles. Thank you for constructing this puzzle!
