Clues outside the grid are sandwich clues, but there are THREE crust digits (to be identified by the solver), and the clue indicates the combined sum of all three available sandwiches.
For example, if the crust digits are 2,5,8, then the sandwich sum for the row 123456789 would be:
(3+4) + (6+7) + (3+4+5+6+7)
= 7 + 13 + 25
= 45
The inequality point to the smaller number.

digits of crusts again easily deduced but tough job to get them placed and get the club sandwich filled. Tight solving path. Very nice. thanks
