Skyscrapers: Each digit in the grid represents the "height" of a building, and taller buildings block the view of smaller buildings. Clues outside the grid indicate the number of skyscrapers that can be seen from that direction. Note: every digit outside the grid is a skyscraper clue.
Between Lines: Digits on a line connecting two circles must be between the digits in those circles. (I.e. the digit in one circle is greater than all digits on the line, while the digit in the other circle is smaller than all digits on the line.)
Between Scrapers: In this puzzle, the circles and segments of lines can appear on the skyscraper clues. In such cases, skyscraper clues are subject to the same rules of between lines as sudoku cells, while still not being subject to sudoku rules. Furthermore, skyscraper clues that are orthogonally adjacent and on between lines may not be identical.
Solution code: Row 2, then column 8 (18 digits, no spaces)

A very smooth and enjoyable puzzle! (Only after I read the rules completely, which I should've had)
