The cells surrounding a gray circle must include an even number of even digits (this number may be 0); and, the cells surrounding a white circle must include an odd number of even digits. Digits may repeat if allowed by the other rules.
Arrows inside the circles point to the lowest of the digits surrounding the circle. Arrows are always unambiguous. Not all possible arrows are given.
