That was a really nice one. Pure fun!
The penpa link is not working for me either. It seems like its the short link that has expired. With my extremely limited knowledge I made a messy hack job in f-puzzles and exported to SudokuPad: https://sudokupad.app/02j54lkm6p (note: this is not a proper puzzle, I just preferred it over paper, you need to apply the colors yourself)

I'm a bit wary of puzzles that look like they involve a lot of arithmetic, but every step of this was a joy. Great job!

Quite an enjoyable little puzzle. The slowly collapsing degrees of freedom were fun.
I do somewhat wish the second half was as fun as the first, however -- after a few somewhat intricate steps, the rest was a cakewalk.
