Yes it is true that a 1 cannot go in r1c3. The example was just meant to illustrate what was meant by a "non-consecutive renban line".
It is possible the wording of the example was unclear when translating to German. For that I apologize.

das Beispiel ist doch unsinnig, R1C3 kann keine 1 sein, denn dann müsste der Rest 2-3-4 lauten und das geht unmöglich bei dieser Regel. Außerdem kann dann R1C2 auch keine 2 sein.

So good to see the order of a renban line matter for once! Usually they have different ways to twist and turn among the same set of cells, and it doesn't matter for the puzzle, which has always felt unsatisfying to me.
The term "non-consecutive renban" is also funny because renban literally means "consecutive" in Japanese. Incomprehensible understanding, anybody?
