Digits on a between line must be strictly between the digits that appear in the circled ends.
Clues outside the grid indicate the sum of the digits that appear between the 1 and the 9 of the corresponding row or column.

Managed to solve it in the end but for me this puzzle was too hard to enjoy it. Could not let it go though but had to guess because somehow i ended up with a double deadly pattern (https://ibb.co/fY4tDxS).
Since i'm not the target audience i will not rate the puzzle
Edit: my bad, had another look after a short break and noticed everything was disambiguated by a 21 clue. Just could not see it anymore ealier :s
