Nine Digit Clock

Normal sudoku rules apply.

If the sum of the digits in a dotted cage is divisible by 9, the number in the upper left corner is a 9. Otherwise, the number in the upper left corner is the remainder after dividing by 9 (e.g. a cage with the number 6 in the upper left corner could add up to 6, 15, 24, 33, or 42). Digits may not repeat in a cage.

The inequality sign points to the smaller of the two cells.
