This is a new variant, so just introduce a simple rule set.
Four Neighbor Sudoku 03 (Sum9)
1. Standard Sudoku rules apply.
2. The relationship between the number in the circled grid and its surrounding neighbors: the upper neighbor is larger than it; the lower neighbor is smaller than it; the left neighbor is an odd number; the right neighbor is an even number. Absence is not considered.
3. The sum of the numbers in the two grids connected by the red bars is 9.
4. All the circles and red bars that meet the conditions have been given.

Interesting constraints! Though translating the red bars into killer cages in the F-Puzzles link makes for a somewhat confusing solve. It might be perhaps easier to understand, and congruent with more established constraints, to make it an IX constraint (like the XV constrain). It would look like this: https://f-puzzles.com/?id=yj6dmx2e
