Normal sudoku rules apply.
Digits along an arrow must sum to the digit in the connected circle.
The 4 caged regions are clones of each other, with rotation allowed but not required. This means that the same digit must appear in the center of each clone, and the outer 4 digits must form the same sequence of digits when read clockwise from any particular digit.

Great logic and very challenging. Lot going on with the grid and the propellors that is helpful but not obvious at all!
