Standard Sudoku rules apply. In every cell where there's an arrow if you go the number of steps of the number in that cell in the direction of the arrow you must land on a larger number. When stepping if you hit an edge you wrap around toroidally: If you run past the top you go to the bottom, the left to the right, the right to the left, and the bottom to the top.

Very nice puzzle! Simple premise, yet has lots of tough and varied logic.

Yes this is the second ever puzzle with this ruleset and has a lot more thematic deductions than the first. They're simple to explain/understand once found but a bit difficult to find due to novelty.
