This is a new variant, so just introduce a simple rule set.
1. Apply the classic Sudoku rules.
2. The relationship between the number of the circled grid and its surrounding neighbors: the upper neighbor is greater than it; the lower neighbor is less than it; the neighbor on the left is an odd number; the neighbor on the right is an even number. Absent cells are not considered.
3. All qualified cells are marked with "○".

@steelwool If a circled number does not have 4 orthogonal neighbors (= adjacent to an edge) only apply the rules to the neighbors that are present.

If the orthogonal adjacent grid of a cell is less than 4, the missing direction (up, down, left, and right) is ignored.
