I would love to solve this puzzle but I don't even know where to start. I have finished some 3 star puzzles before but this just doesn't work for me. If someone wants to enlighten me, I'm open to learning new things!

I think you should start by finding where can all the * and # go in the grid. To find out which two digits I am talking about look at these puzzles that you have solved in the past:
