Pointing Index Sudoku

Normal Sudoku rules apply.
Assign each cell in a box an index number, starting from the top and going left to right, 1-9.
The arrow cell digit is the distance to the target cell.
The arrow cell index number is equal to the target cell digit.
Not all arrows are given.
