2-3 Clues: Sigil Stroll

The board of this puzzle and the city of Sigil are both torus-shaped. Anyway, for some extra challenge the "TORUS" rule of the puzzle may be ignored. (Suitable mode for flat-Earthers.)
RULES
TORUS (optional): The board is double cyclic square regarding all the rules.
SUDOKU: Standard Sudoku rules apply.
2-3 CLUES: Ovals are placed between EACH couple of digits whose RATIO IS 2 OR 3.
NON-CONSEQUENCE: Any two orthogonally adjacent cells cannot contain consecutive digits.
