Apply classic sudoku rules.
Each 3x3 block contains information about the digit that is placed as background of that block. If two neighbouring digits X and Y are connected horizontally, vertically or diagonally by a line, the digit must appear in at least one of the cells (row X, column Y) or (row Y, column X). If two neighbouring digits X and Y are not connected by a line, the background digit is not written in one of the cells (row X, column Y) and (row Y, column X). In the example: the 1 must appear at least in one of the cells with a circle, but is not allowed in one of the cells with a cross because there is no line between 2/3 and 3/4.)
Solution code: Row 9, followed by column 9.

I'd recommend the following clarification: "If two neighbouring digits X and Y are not connected by a line, the background digit is not written in _either_ of the cells" - that is, I would replace 'one' with 'either'
