Black ovals are placed between EACH couple of digits whose ratio is 2 OR 3.

Cells in FIRST 6 columns that are Chess QUEEN's move apart cannot contain the same digit.

Cells in LAST 6 columns that are Chess KNIGHT's move apart cannot contain the same digit.

One 3x3 square is a MAGIC SQUARE.
