Standard sudoku rules apply. A digit N in a cell with an arrow sees another digit N, which is N cells away in the arrow’s direction (diagonally). Arrows may be reciprocal (pointing towards each other). If a pair of digits N exists that are N spaces away (diagonally), at least one of them should have an arrow pointing at the other.
