Normal sudoku rules apply. For every cell with an arrow in it if you go the number of steps of the number in that cell in the direction of the arrow you must arrive at a larger number. When stepping if you hit an edge it wraps around toroidally: row 1 up goes to row 9 and row 9 down goes to row 1. Likewise column 1 left and column 9 right.
