Each of the 9 boxes is associated with a digit indicated in the top left corner. Inside a box 2 cells connected by a line are the coordinates of this box's digit in the grid.
The coordinates (1,1) indicate the top left corner of the grid. All possible lines are not given.
Note: r2c4 and r2c6 are not connected with each other, but they're both connected to r2c5. Same thing happens in box 7.
Example: a 7 in r5c2 would mean that there's a 4 in r7c9 or r9c7.

This is a great puzzle, which required a different type of reasoning than I'm used to. It's too bad that it's had so few solves.
