Standard sudoku rules apply.
The clues outside the grid indicate a battlefield sandwiched between 8 and 9 in the respective row/column. Rows/columns without clues may or may not follow the battlefield rules described below.
Consider the first x and last y cells of a sandwich where x is the value of the first and y the value of the last cell. Those x/y cells cannot reach cells outside of their sandwich (8 and 9 are not considered part of the sandwich). The clue next to the row/column gives the sum of the digits where these groups overlap or the sum of the digits between these groups.
For example if your row/column is 694752381, you only take into account the digits between 8 and 9 for the battlefield: 47523. Pick x=4 cells starting from the 4, and y=3 cells starting from the 3. You get an overlap over the digits 5 and 2, thus a battlefield value equal to 7.

“Those x/y cells cannot reach cells outside of their sandwich” is ambiguous. Is a sandwich like 97168 not allowed, or is it allowed, but 7 and 6 only overlap in 716?
Also, is 918 a valid sandwich?

Yes sadly we have to repeat again and again that there are really too many new puzzles every day but nobody seem to take that into account. @all new authors : dont be surprised if your puzzles dont have many solvers, we are just exhausted and desperate because of the number of new ones !!

Wow, battlefield is getting really popular these days. I fear Big Tiger will soon be unable to keep track of all of them because there would simply be too many.
