Galaxy Killer #2

This puzzle is a mixture of a Killer Sudoku and a Spiral Galaxy Puzzle.

The usual sudoku rules apply. The dots given in the grid are the centers of pointsymmetric galaxies, which function as cages for the killer sudoku. The number above a dot indicates the sum of the digits in such a cage. In case of a comparison symbol in front of the number, the sum of the digits in the cage has to be greater oder smaller than this number. The digits in a cage may not repeat. Contrary to a classical galaxy puzzle, not every cell in the grid has to be part of a galaxy.

Wait! I think I found it - I see samples online where a galaxy CAN be just the one square with the dot in it. That helps.

I must be misunderstanding something but I just can't see how the two 7's in the same 3x3 on the right can both be true. I thought I made sure I understood "galaxies" but that has me stuck.
