Wichtel 2015 (11): Versunkenes Inselreich entdeckt

To Christmas 2015 some eager puzzlefriends have again arranged a group in which everybody had to make anonymously a puzzle for someone else. These puzzles are now presented one after the other here in the portal.
A sunken island kingdom has just been discovered near the Bermuda Triangle. Yet in the old times people built skyscrapers: Twelve island have been discovered. On each of them are skyscrapers, one of each height from 1 to 5. And all islands have different shapes. This resembles to the pentominoes, however some islands are rotated or mirrored. The islands seem to have been seperated areas, since they do not touch each other orthogonally. An old saga says, the inhabitants moved by boat from island to island. For between the islands are orthogonally connected water cells. Yet for big water areas of at least 2x2 cells there is no room. A lighthouse has been discovered as well. Independent from water and islands, so it may touch the islands orthogonally. Following the description of the saga the lighthouse does not hinder the sight and from the lighthouse you can see at least two skyscrapers in each of the eight directions.
In order not to attract too many onlookers, we can only print a vague plan of the island kingdom. Of each island two cells are marked. But we can give the skyscraper hints. They are at the edges of the map.
We could find out the following insider information: Up to 5 island cells per row or column each height appears at most once, otherwise at least once and at most twice.
Solution code: Row 6 and column 9, for island cells the skyscraper number and - water water cells.

Absolut großartig. Jedesmal wenn ich es wieder in die Hand genommen habe ging es plötzlich irgendwo ein paar Felder weiter. Tolle Konstruktion!

If you have more than five cells in a row or column, there have to be all heights at least once - and some twice.
The lighthouse is allowed to touch islands orthogonally.

The last line is a bit cryptic in English - does it mean that if there are 5 or fewer cells in a row or column, then each height appears at most once, while if there are more than 5, then each height appears once or twice?
Also I assume there is a "not" missing in the phrase "so it may touch the islands orthogonally"?
