Construction scandal in Puzzleville
The union against waste of puzzle earnings has just revealed a huge construction scandal. The skyscrapers (which satisfied the usual rules while being planned), built by company Dodgy corp., have been placed in swamp. The building land, that the government bought at the recommendation of Mr. Cutthroat, a worldwide operating speculator and cousin of Mr. Dodgy, is situated in swampy area. It turned out that admittedly there are islands which are stable enough to support the skyscrapers. But skyscrapers that touch islands only orthogonally subsided one story, and skyscrapers that touch islands only diagonally subsided even two stories! At least the islands satisfy the usual rules of Nurikabe, such that worse could be prevented. The islands are displayed in the bottom diagram. The skyscrapers' heights have to be gauged all over again, see diagram in the middle.
Furthermore Dodgy corp. has completely failed to mount UFO landing sites for the star battle fleet on top of the buildings. Since this company meanwhile has fallen into insolvancy and the landing sites are hardly dispensable now also the cost of the installation is to be passed on to the public. Fortunately the subsidence of the skyscrapers was noticed before the planning. Thus, the landing sites can be installed in accordance with applicable building regulation: They are only to be mounted on skyscrapers of real heights 3-6. Apart from that, the landing sites fulfil the well known rules of starbattle, see top diagram.
Where shall this missmanagement and wastefulness end up? Soon the government might expect us to gauge the buildings and to undertake the planning of the UFO landing sites ourselves! We're shocked and are hoping at the same time, many puzzlers will participate in the protest march around the swampland scheduled tonight at 11:58 pm.
Solution code: First the number of cells between the landing sites in every row; then for the forelast column the original heights of the skyscrapers; then the forelast column of the Nurikabe, "S" for swamp, "I" for islands.
