A clue in the Slitherlink (bottom grid) indicates how many edges of that cell are used by the loop or how often the loop touches that cell. You have to find out which rule holds by solving the Tapa (top grid). If the respective cell in the Tapa is white, the first rule has to be applied (number of edges). If it is black, the second rule holds (number of touches).
The Tapa follows the traditional rules.
The thick black dots are meant to help you make the connection between the two grids.
Solution code: For every row in the Tapa from top to bottom the length of the longest sequence of black cells, followed by the size of all areas outside the loop in the Slitherlink, clockwise and beginning top left

@ManuH: Ja, das ist erlaubt. "oder" heißt, dass mindestens eine der beiden Möglichkeiten zutreffen muss. Bei "entweder oder" wäre das anders.
