The whole diagram has to be divided into rectangles of two orthogonally adjacent cells respectively. In each rectangle the contents of the cells are swapped and then an Oc2podspath has to be drawn through the diagram:
Draw a continuous tour by connecting each cell with two adjacent cells. The path moves horizontally, vertically or diagonally from cell to cell. The path might intersect itself. The numbers prescribe how sharp the path in the center of that cell turns. Put in each cell a fitting and correct angle. Each cell with value 1 contains a sharp curve; each cell with value 2 contains a right angle; each cell with value 3 contains a gentle curve and each cell with a 4 is passed straight.
