Place the digits 1 to 9 in every row, column, 3x3 standard block. The given ellipses corresponds to the two digit sums of all digits along the path that the arrow travels. Two digit sums may be read forwards or backwards inside the given ellipses. If a sum is given inside a black ellipse then all digits must be different within that sum. If a sum is given inside a blue ellipse, digits can repeat within that sum without violating the non-repeating rules for a row/column/3x3 standard block.
Solution code: Row 6, followed by column 4.

I am also waiting the 900th puzzle from Richard, which will also be the "Jubiläumsrätsel". When I was publishing my last two I've kept in mind that he will publish one on November 1st which is the anniversary of the puzzle portal. I hope I didn't spoil any plans...
