How big can the repeated digit be, and can that digit be mapped around the grid?

What an amazing puzzle! I found the midsolve to be quite tricky, but I enjoyed it all the same

Very nice. Once I understood it, then asked if digits could be the same or different, then colored, then did sudoku, then more coloring more, then more sudoku, I found it very linear and fair logic. Great puzzle, thanks!

i thought about this quite differently from the given hint.
0) basic property of 3+1 cell arrows: (must include 1) / (123) / -->(789)
1) if 1 is OFF the box 1 arrow, this squeezes 2 arrows until they collapse.
2) this squeezes the single cell of the long arrows.
3) this squeezes the rest of the long arrows.
4) basically, you have to "hide" a 2 or 3 somewhere in box 1.
