It means that -for example- if R6C6 had a 0 in it, R0C6, R6C0, R6C10 and R10C6 must be from the ranks 10, 20, 30 or 40.

Q: what do you mean by "the one's place digit of the Full Rank clues outside the grid in the directions pointed to by the intact portions of the Diamond" ? Can you give an example please.
