When the sequence of the first three values encountered is ascending, the factor is equal to +1.
When the sequence of the first three values encountered is descending, the factor is equal to -1.
Otherwise the clue is unchanged.
Not all clues are given, but those missing range from 16 to 22, in an unknown order but without repetition.

Hello and thank you for your kind comment dear Rocky! Unfortunately this constraint is not supported by standard solvers, and given the very very little interest it attracted nobody seems to care about it. I had to manually review the puzzle to ensure unicity. Do you know a way to test a puzzle with custom constraints? Thanks.

Nice idea. I'd like to see a more challenging one.
The word 'factor' in the instructions threw me off a little, because factor means multiplier, but in this context you're actually using it as an added value. I might call it a "Rossini term" or simply "Rossini Value". But either way it was easy enough to apply.
