Very cool!
There's a good reason most ratings are more nuanced - personally i'd give 3.5 if i could for it has a challenging start for someone who doesn't specialize in this variant, but it's definitely approachable enough to separate it from 4 star puzzles.

I’m glad I followed the link to the puzzle from CtC rather than here, as the 4* difficulty might have put me off. A brilliant puzzle and delighted to have solved it.

Solve Time: 22:56

I rated this 3/5 difficulty (though it felt between 2-3/5 difficulty for me)

Don't get scared off by the 4/5 difficulty! If you have played a few XV or anti-XV puzzles in the past, the anti-7/13 rule is similar and many tricks can be translated!

----------

Really cool idea and very creative ruleset with some unique interactions.

I saw the CTC video post, tried the puzzle before watching, and have since watched part of Simon's solve.

This was an excellent puzzle with a really good execution. I do think however the 4/5 rated difficulty is too high, as this felt closer to a 2-3/5 difficulty puzzle for me. I think having this rated 4/5 difficulty may scare off potential solvers - but I think it would be completely reasonable for an intermediate to solve on their own without any hints.

My solve time may be a little misleading (faster than expected/true), and it would be fair to add around 5 minutes to it since I read the rules, started experimenting, and then had to pause the game for half an hour. During that time I thought a little bit about the rules, so that potentially could add a few minutes to the true solve time.

Either way, I thought the use if the black kropki dot to disambiguate was very nice, and it immediately gave me a big hint as to how to solve the rest of the puzzle.

When I first opened the puzzle, I thought it might have to do with parity, but then after some thought I considered how modularity might be useful when I paused. After coming back I was able to quickly color a large portion of the grid, and figured that modularity itself wasn't really the "key", so I stopped coloring more after that.

Once I figured out how 7&13 played together it was very approachable and straightforward. I think my perceived lower difficulty rating is because I have solved many harder XV/anti-XV puzzle variants, and the tricks for those quickly translated to this puzzle, albeit with different numbers be restricted, and with different digits.

The one set of restricted digits that played a key role in the solve (I will keep it ambiguous to avoid spoilers) was really cool both in how they arose from 7 & 13 AND how they interacted together to make further restrictions.

Really once I figured out the 'important' digits and how they could be placed, the puzzle felt more like 2/5 difficulty and only took me maybe 7-8 minutes to complete subsequently. The discovery of those digits and their placements was probably around 3/5 difficulty for me. This solve took me less than 30 minutes which is fairly quick for a 3/5 puzzle difficulty, but due to the unusual/nonstandard rules I figured 3/5 would be more appropriate than 2/5.

Highly interesting and enjoyable puzzle with a very cleverly selected ruleset. Excellent puzzle setting & super creative idea!

It's not immediately obvious what the best way to approach this puzzle is, but after getting that first breakthrough, it's very satisfying to watch it all unfold.

The symmetry lies in this puzzle is astonishing.

Really nice logic to do the true break-in, and everything flowed smoothly after that. Nice puzzle!

Surely one of the best puzzles of the year.

What a fabulous puzzle! I thought I knew what techniques I'd need, and I was wrong. But when I did find the right way to solve it, it was delightful! Thank you for setting it!
