Normal Sudoku rules apply.
Place the digits 1-9 once in each row, column, and 3x3 box .

Arrows
The value of digits along an arrow must sum to the number in the corresponding circle/pill. Digits may repeat if allowed by other sudoku rules. Two-cell 'pills' are all read from left to right.

Dutch Whispers
All Arrow clues are also Dutch Whisper lines from the arrow tip to the circle/pill, inclusive of all cells. Adjacent digits along these lines must differ by at least 4.

Many clues are very restricted, particularly with regards to high/low polarity.

Hint 2

The single cell Arrow clues are both forced at the start, if you start from the upper one.

Hint 3

The pill arrows that start with 2 must be at least 26.
