In each row and column, the numbers 1-9 occur exactly once. In each 3x3 box, exactly 1 of the numbers 1-9 occurs exactly 3 times, and the others occur 0 or 1 times.

Changed to average difficulty. I was not entirely sure how difficult this ruleset would be for others, thank you for the feedback.

It's a very nice puzzle, but I think you've overestimated the difficulty.
