Kropki - Black dots separate cells with a 1:2 ratio, and white dots separate consecutive digits.

A surprising amount of this puzzle is doable without the global entropy constraint. But not all of it.

I was quite confused until towards the end until I saw the Global Entropy constraint - let this guide you, future solver. Interesting use of the constraints. Well done!
