Nice puzzle! I was just confused by the rule „Digits may repeat once in a black cage“ because I thought only one digit can repeat. Otherwise this rule seemed unnecessary for me.
Normally the rule for killer cages is that no digits may repeat. That is why I pointed it out. ~L

Truly a GAS. The value of x is easy to determine and the rest fills in automatically thanks to the inequality signs. I think this is a showcase for a delightful new ruleset rather than a genuine puzzle. And I very much appreciate it as such. I would love to see more sudokus along the same line.
