Rules:
Normal sudoku rules apply. Digits in a circle have to be placed in the same circular order in the four cells that are touched by the circle. The circles might have to be rotated to the correct position by 90°, 180°, or 270°.

Fun puzzle, and novel idea. Thanks for the inspiration, I may try to get something interesting working with these wheels, which are obviously from the bus, and they do go "round and round"!!!
