Gray cells with the arrows pointing inward are "minimum" cells, and must be lower than all orthogonally connected cells. Gray cells with arrows pointing outward are maximum cells, and must be greater than all orthogonally connected cells.

The body of the person in the middle was kind of hard to understand - it sort of implies that R6C4 has to be greater that R6C6, and viceversa
