This puzzle is inspired by a similar construction by Magnus Josefsson.

For better or worse you don't have to worry about negative constraint or outside clues this time.
Rules:
Normal Chaos Construction rules apply. Place one of each digit 1-9 in every row, column, and region, but the regions must be determined by the solver. That is, divide the grid into 9 orthogonally connected groups of 9 cells.
Each digit in the grid is a "skyscraper" whose height is the digit in that cell. Taller skyscrapers obscure the view of smaller ones.
An arrow in a cell indicates that the number of different regions visible in that direction is exactly equal to the digit in the cell.
The cell itself does not affect the count.
Not all arrows are necessarily given.
Note that if an area has two segments in a row or column that are both seen, it is only counted once.
