Baba Is Sudoku

Normal sudoku rules apply. Additional rules are given within the puzzle.
Each word/icon pairing within the grid is considered the same 'number' (though it doesn't matter what this number is). "Flag" and the flag icon are the same, for example.
"Near" means directly adjacent (not diagonal). Words on the border of/outside the grid are not considered numbers.
(Knowledge of Baba is You is not required to complete this puzzle. The F-Puzzles link lists the rules explicitly if you can't parse them from the image.)

Solution code is a bit unclear, wasn't even aware it can be words, also needed to think about what "in this format" is supposed to mean.
Great puzzle though.

For those who are unfamiliar with the game, the icon in R9C2 is "Box".

A really fun and pleasant solve, I like the utility of the rules and it's not any bizarre to understand them :)
