This negative constraint is confusing. A black dot can't be a 1,2 pair because that would have been a white dot?
--No it's standard kropki rules, any pair of cells without a dot can't be consecutive or in a 1:2 ratio, 1 and 2 can be on both black and white dots.

Very entertaining puzzle. I like how the rules interact with each other.
One thing... I don't think it's a 3 stars puzzle. I would say it's more of a 2 star, but still lovely.
