Standard sudoku rules apply. Digits along an arrow sum to the number in the circle (multi-digit numbers are read left to right or top to bottom). Digits orthogonally separated by a white dot are consecutive. For the sudoku as a whole, not all white dots have been given.
However, within each individual arrow (including its sum circle) all white dots have been given, even for diagonally consecutive digits. So, this applies to each individual arrow only, but not for any cell outside of arrows and not between two different arrows. This means that each arrow and its circle — including the transition between them — could be seen as an individual region on which all white dots have been given for orthogonally and diagonally consecutive digits.
